Varied career paths in legal, banking, and project management. Currently serving as the Community Relations Administrator for HPM Building Supply managing community engagement, philanthropy, and government relations across the State of Hawaii. Hawaii Police Department
Benjamin Moszkowicz assumed the role of Chief of the Hawai‘i Police Department on January 17, 2023. Fondly referred to as “Chief Ben,” he embarks on a new era for the Hawai‘i Police Department, overseeing law enforcement operations across the expansive 4,000 square miles of the ‘Big Island’ of Hawai‘i. Leading a team of 496 sworn personnel and 162 professional police staff members, Chief Moszkowicz brings a wealth of experience to his new position. Prior to his appointment on Hawai‘i Island, Chief Moszkowicz held various roles within the Honolulu Police Department, culminating in his position as a Major in the Traffic Division. During his 22-year tenure in Honolulu, he held diverse responsibilities across all departmental bureaus, including serving as a patrol commander, leading the 60-member Police Mountain Bike Team, and managing divisions such as Information Technology, Human Resources, and Criminal Investigations. Chief Moszkowicz's credentials include certification as a Drug Recognition Expert and Instructor, along with receiving the inaugural Mothers Against Drunk Driving (MADD) Hawai‘i Lifetime Achievement Award for his unwavering commitment to combating impaired driving through education and enforcement. A distinguished alumnus of the FBI National Academy and the Police Executive Research Forum’s Senior Management Institute for Police, Chief Moszkowicz holds a Bachelor of Arts Degree in Public Administration with a specialization in Justice Administration from the University of Hawai‘i – West O‘ahu. He furthered his education by earning a Master of Science Degree in Law Enforcement and Public Safety Leadership from the University of San Diego. His vision for the department includes achieving full staffing for the 658 full-time positions, establishing a Wellness Unit to support department personnel and their families in navigating the challenges of contemporary law enforcement, and pursuing a Doctoral Degree in Leadership Studies from Gonzaga University. |

Fire Chief Kazuo Todd is a 20-year veteran of the Hawai’i Fire Department. Chief Todd follows a “servant leadership” philosophy, believing that the goal of the leader is to focus primarily on the well-being of the people he leads and the community he serves. Prior to his appointment as Fire Chief, he held leadership roles in Fire Prevention and Auxiliary Services, including six years as Battalion Chief. He is the Chair of the Hawai’i State Fire Council, and a member of the Hawai’i Fire Chiefs Association and the International Association of Fire Chiefs. |
